The Impact of the Eviction Moratorium on Landlord-Initiated Displacement Actions

In this webinar, Ed Goetz, Ph.D. will discuss the impact of Minnesota’s recent eviction moratorium on landlord-initiated displacement actions (LIDAs). Using data from HOME Line, a housing advocacy organization in Minnesota, results from the analysis suggest that while eviction calls declined when the eviction moratorium was in place, non-eviction LIDA calls (e.g., issues related to lockout, retaliation, etc.) remained at the pre-pandemic level. In his presentation, Dr. Goetz will place this research finding within the larger context of the affordable housing crisis in American metropolitan areas.

Ed Goetz

Dr. Ed Goetz is director of the Center for Urban and Regional Affairs and a faculty member at the Humphrey School of Public Affairs. He specializes in housing and local community development planning and policy. His research focuses on issues of race and poverty and how they affect housing policy planning and development. Before coming to the University of Minnesota in 1988, he worked at the mayor's Office of Housing and Economic Development in San Francisco and for several nonprofit community developers in Los Angeles and San Francisco. He has served on the board of directors of nonprofit housing agencies in the Twin Cities, and on several regional commissions related to affordable housing and development. He has authored five books on housing policy and urban planning topics.
